RLN Consultancy Limited is a professional consultancy firm founded by a team of experts with deep experience in working with local authorities both before and during the decentralisation era. The company was established in response to the growing need for strategic, accountable, and sustainable support to local governments in enhancing governance, improving public financial management, and delivering quality services to communities
Our goal is to strengthen local governance systems and processes through innovative and practical solutions that are aligned with national priorities, Environmental, Social, Governance ESG and the Sustainable Development Goals (SDGs.

RLN Consultancy is led by a trio of professionals with a combined experience of over 15 years in local governance, decentralization, financial management, climate finance and development consulting. Each member brings unique expertise and a proven track record of delivering successful projects in collaboration with local governments, development partners, and civil society organizations.
Director
Rachel Mathotho is a social scientist with 15 years of experience across public and private sectors, specializing in governance, citizen engagement, and local government administration. As Citizen Engagement Officer for USAID’s Local Impact Governance Project in Muchinga Province, she led capacity building initiatives for CSOs, sub district structures, and local authority staff. She previously served as Socio Economic Planner under the Ministry of Local Government and Rural Development. Rachel excels in facilitation, M&E, and community engagement, with a strong focus on responsive, sustainable development. She holds a Bachelor’s in Public Administration with Economics and a Master’s in Public Administration.
Director
Lizzy Banda is a development and urban governance expert with over 10 years’ experience in institutional reform, strategic planning, and community development. She was Provincial Manager for the USAID Local Impact Governance Project across 15 districts in Eastern Zambia, enhancing service delivery and citizen engagement. Lizzy specializes in capacity assessments, participatory planning, and tailored strategies for local governments and civil society. She holds a BSc in Natural Resources and Environment, Master of Science in Spatial Planning from the University of Zambia and a Postgraduate Diploma in Urban Management Tools for Climate Change from HIS Erasmus University Rotterdam. She is also a published researcher in land governance and public sector reform.

Naaman Mwale is a Public Financial Management Specialist and Associate Member of the Zambia Institute of Chartered Accountants ZICA, a professional accounting body in Zambia and a member of IFAC. He has over 10 years of experience in public finance, with expertise in PFM systems, domestic revenue mobilization, public debt and investment management, and institutional reform. He has worked with GIZ, the Ministry of Local Government and Rural Development, and USAID’s Local Impact Governance Project as Provincial Technical Officer - Public Financial Management. Naaman holds a Master of Science (Msc) in Accounting and Finance from ZCAS University and a full CA Advisory Professional in Accountancy Qualification from ZICA. He has published research papers on fiscal decentralisation and resource mobilization.
